ADAMS COUNTY PATHWAYS
TO STABILITY PROGRAM
Purpose:
The purpose of this
program is to shelter people experiencing unsheltered AND situational OR temporary
homelessness to keep them safe as they take the final steps to end their
homelessness.
Eligibility:
Unsheltered households in Adams County that are experiencing (or at imminent
risk of experiencing) situational or temporary homelessness and agree to work
with a navigator or case manager to get into independent housing or a housing
program.

Situational
homelessness is the
status of being forced to live without housing due to a life-altering event,
such as job loss, domestic violence, lease changes, a medical emergency, or a
natural disaster. Situational homelessness is caused by a short-term situation
or event rather than longer-lasting barriers like criminal history, disability,
or poor credit.

Temporary
homelessness is a
short-term situation in which the individual or household has reasonable
expectations of resolving their homelessness within two months. Examples of
temporary homelessness include people that have started a high-wage job and
have not gotten their first paycheck, people who have been matched with a
housing voucher or program, or people living in their vehicle between leases.

Unsheltered
homelessness is defined
as living outside exposed to the elements, in a tent or makeshift shelter, or a
car or recreational vehicle. This does NOT include people living in emergency
shelters or those doubled up with friends or family.

HUD Criteria:
In addition to meeting the eligibility requirements stated above, the household
must meet the HUD definition of homeless criteria under one of the four
categories:
1) Literally Homeless, or
2) Imminent risk of homelessness, or
Loss of primary
residence within 14 days with no immediate subsequent residence identified AND
no resource/support network to obtain permanent housing.
3) Homelessness under other Federal
statues, or
Unaccompanied youth or
families with youth who have not had a lease/ownership interest/occupancy
agreement in the last 60 days AND have experienced more than one move in the
last 60 days AND will continue in such status for an extended period due to
special needs or at least barriers.
4) Fleeing/attempting to flee domestic
violence.
No immediate subsequent
residence identified AND no resource/support network to obtain permanent
housing.
PROGRAM RULES &
REGULATIONS
1) No
unauthorized guests.
2) Leave at
designated check out times and take all your belongings with you.
3) No
illicit drug use or sales on the hotel property, or other illegal activity.
4) No
smoking of any kind on hotel property (within 25 feet of the hotel) unless in
designated smoking zone.
5) No
property damage or theft of hotel property.
6) Participants
must check into the hotel at the front desk before 5:45pm the day of check-in
unless otherwise arranged.
7) Be
respectful of hotel staff and other guests.
8) You
must check in with your navigator or case worker at least once per week while
you are in the Pathways to Stability program.
9) You must be working on your stability goals while in the Pathways to Stability program.
